It was confirmed in August, 17th, 1999 by the decision of oblast' council session.
Rectangular panel with sides ratio 2:3 is divided horizontally on equal stripes. On the top blue stripe is rising yellow sun with 12 rows, on the bottom black stripe are five yellow ovals, one under another.
