It was confirmed in April, 12th, 2002 by the decision of region council session.
The rectangular green panel with a parity of the sides 10:18 has in the middle the yellow constellation of Orion (the Gold Plough). From a staff on the panel pass three white vertical strips in the ratio 3:2:1 - symbols of three greatest rivers which are in the region: Pivdennyi Bug, Yalanets' and Vikna.
