The flag
It was confirmed in December, 30th, 2004 by the decision #357 of XXII region council session.
Rectangular panel with sides ratio as 2:3 gas three equal horizontal strips - blue, green and black. In the centre is the yellow cross with a circle (scale branches of the cross is 2/3 of the width of the flag).
