It was confirmed in December, 17th, 2004 by the decision #165 of region council session.
Rectangular panel with sides ratio 2:3 consists of five horizontal stripes in the ratio of 1:1:6:6:6: blue, yellow, green, white and yellow. On the white stripe near staff is region emblem.
