The flag
It was confirmed in May, 11th, 1999 by the decision of VI oblast' council session of XXIII convocation.
It is rectangular crimson panel with sides ratio 2:3, in the centre is oblast' emblem. The high of emblem equals to 1/2 width of a flag.
