It was confirmed in May, 11th, 1999 by the decision of VI oblast' council session of ХХІІІ convocation. Vert; horn of abundance Or and the Mercury's staff Or in saltire, wings and snakes of staff Argent. The shield is framed by bordure Or. Around the shield is oak leafage Or, enframed by blue ribbon. The shield is crowned by the gear with two ears. On the background of gear is book with symbolical map of atomic nucleus with electronic orbits.
Proportions of the emblems are width 8:7, the rounded parts of the arms equal to 1/4 circles from a radius of a circle equals to 1/8 height of the emblem. Image on site V.Napytkin.
