It was confirmed in April, 22nd, 2003 by the decision of region council session.
Rectangular panel with sides ratio 2:3 consists of three horizontal stripes: blue, yellow and blue (2:1:1). The top and the middle are embatted, middle and bottom are separated wavy. On the top strip on the sides are two yellow anchor, between them is yellow ear with two leaves.
