It was confirmed in July, 27th, 2001 by the decision #5 of oblast' council session.
Rectangular panel with a ratio of the sides 2:3 has three horizontal lines: white, yellow and wavy blue. The ratio of lines is 2:1:1. In the centre are yellow bishop's head-dress and two yellow bishop's staffs in cross. Contemporary side is mirror.
