It was confirmed in February, 7th, 2007 by the decision #12/16 of region council session of V convocation. The rectangular panel with ratio of the parties 2:3 consists of three equal horizontal strips - red, green and blue; on a red strip near staff is a white cross (scope of the parties is equal to 1/4 of a flag height); a green and dark blue strip are shared wavy.
