It was confirmed in December, 29th, 2000 by the decision XIX city council session of XXIII convocation. Rectangular panel with a sides ratio as 2:3, consisting of three horizontal strips - crimson, yellow and blue with a parity of their width as 2:1:1, in the middle of the crimson strip is the shield with the arms of city (its height is equal to 1/4 width of a flag).
