It was confirmed in May, 15th, 2003 by the region council session. Rectangular panel with a parity of width to the length as 2:3, consists of two horizontal strips (top is twice wider than bottom); the top strip is divided on the diagonal by a blue wavy strip. Top staff field is yellow and bottom is white; in a corner near a staff is the small region arms with dark blue border; the bottom strip of a flag is blue.
