The flag
It was confirmed at August, 7th, 2002 by the decision N58 of IV city council session of IV convocation. A rectangular blue panel with a parity of width to the length as 11:16, in the middle of it are two equal horizontal strips - red and black (the width of everyone is equal to 1/11 width of a flag). In the center is blue circle with a yellow border (diameter of it is equal to 5/11 of a flag width). In the circle is yellow eagle with the lifted wings, above a head of eagle is crown.
