In 1672 by the Moscow government the eagle became one headed and in its paws appeared the or cross as a symbol of the cradle of Christianity in Rus'. One head was "lost" because Moscow officials considered it impossible to have an emblem like Moscow, one though Chernihiv was founded much earlier than Moscow.
