It was confirmed in July, 29th, 1998 by the decision of oblast' council session. Gules; steppe scythian eagle or with head turned to the dexter; over shield is rectangular dark blue gonfalon with yellow Tryzyb, mounted on perimeter by yellow canvas and enframed by decorative branches; on either sides of the shield are ears or, below it are oak leaves, twined by dark blue ribbon, fastened by scroll or, on ribbon or is motto: "With good to peoples".
Most ancient state on the contemporary Kirovohrads'ka oblast' was Scythia which existed on territory of Ukraine steppe from VII to III centuries A.D. In 1764 archaeologists found cemetery of scythian tribes and gold adorning with allegorizing steppe eagle in it. This symbol was used in coat of arms.
The eagle is symbol of magnaminity, perspicacity and justice, force and institusion. In pre-christian conceptions it correlates with sky and light (by sun).
