It was confirmed in March, 12th, 1999 by the decision #5/22 of city council session. Square panel consists of three vertical strips - blue, yellow and blue (a parity of their width is equal to 2:1:2), in the middle is red escutcheon (in height of 1/2 of the flag) with white Uspens'kyi cathedral.
Uspens'kyi cathedral is an instruction of XII century architecture.
